Comment:

Skewed toward the early stuff and 'Blood On the Tracks' and in no way comprehensive, I made this in reaction to seeing the track list of the new 2-CD Dylan Best-Of.

I have been equally disappointed with more than one so-called collection of Dylan's best, and yours isn't bad, though there are some ABSOLUTE essentials, in my view, you miss out, such as the ultimate protest songs 'The Lonesome Death of Hattie Carroll' and 'Who Killed Davey Moore?', the ultimate love song 'Tomorrow is a Long Time', the ultimate epic poetry of 'Changing of the Guards' and 'All Along the Watchotower', the ultimate compassionate song 'Ring Them Bells', a masterful but neglected despairing rendition of 'House of the Risin' Sun', the bitter yet heartbreaking 'It Ain't Me Babe', and finally the armaggeddon despair of 'One More Cup of Coffee' and 'Knockin' on Heaven's Door'. all of these, in my view, plus some of the ones you chose, are not only best Dylan songs, but ultimate examples of songwriting by any artist.
