Mercurial songwriting genius and performer Steve Harley has had an up-and-down career. He formed Cockney Rebel with busking buddy John Crocker in 1972, since which time he has fronted the outfit through multiple lineup changes, gone solo on occasion, and spent a large swathe of the '80s away from the music business . . . which is a shame, judging by the quality of his first big Cockney Rebel hit, 1974's "Judy Teen", and the monumentally brilliant "Make Me Smile (Come Up And See Me)".
